November 5, 2019, Bangkok
1. At the invitation of the Prime Minister of the Kingdom of Thailand, Prayut Chamocha, the Premier of the State Council of the People’s Republic of China Li Keqiang attended the East Asia Cooperation Leaders’ Meeting in Thailand from November 2 to 5, 2019 and paid an official visit to Thailand.
2. During the visit, Premier Li Keqiang met with Prime Minister Prayut Chan Oucha at the Prime Minister's Office of Thailand, and met with the Chairman of the National Assembly and Speaker of the House of Commons Chuan Leekpai at the Parliament Building.
3. The two sides believe that in the context of the evolving regional and international situation, this visit is another important milestone in the development of the comprehensive strategic cooperative partnership between the two countries, which points out the direction for the future development of bilateral relations.
Bilateral relations
Fourth, the two sides agreed that 2019 is a year of great significance for China and Thailand. The two sides are satisfied with the active development momentum of bilateral relations and agree to make good use of the Sino-Thailand Economic and Trade Cooperation Joint Committee, Strategic Dialogue, Defense and Security Consultation, Science and Technology Cooperation Joint Committee, Railway Cooperation Joint Committee, Digital Economic Cooperation Ministerial Dialogue, etc. Bilateral cooperation mechanism platform to further deepen and expand related cooperation. Politics and security
7. The two sides agreed to respect each other's national development path, strengthen the exchange of experience and practice in governance, and provide understanding and support on issues involving each other's core interests and major concerns. The Thai side reiterated that it will continue to support the one-China principle and fully support the peaceful development of cross-strait relations and the great cause of China's peaceful reunification. Thailand also reiterated its support for China's "One Country, Two Systems" policy.
8. The two sides welcome the close exchanges between the governments, parliaments, political parties, military and local governments of the two countries, and support the two sides to continue to strengthen exchanges and contribute to the development of bilateral relations in various fields.
9. The two sides affirmed the close defense cooperation relationship established by the two countries’ defense ministries and militaries through joint exercises, personnel training, defense industry cooperation, and multilateral security cooperation.
10. The two sides agreed to continue to advance law enforcement cooperation and strengthen cooperation in the fields of eradicating drug smuggling, combating transnational crime, countering terrorism, cutting off terrorist funds, and anti-money laundering.
Economy, Trade, Investment and Tourism
11. The two sides are satisfied with the progress of cooperation between the two countries under the framework of the "Memorandum of Understanding between the Government of the People's Republic of China and the Government of the Kingdom of Thailand on Jointly Promoting the Construction of the "One Belt and One Road"" and agreed to build the China-Thailand Railway into a high-quality joint construction between the two countries. As a successful example of Belt and Road cooperation, speed up the implementation of the "Memorandum of Cooperation on the Nongkhai-Vientiane Railway Connection Line", accelerate the completion of the China-Laos-Thailand railway, and explore mutually beneficial cooperation under the framework of the "New Land-Sea Corridor" to promote regional connectivity and development.
12. The two sides agree to strengthen coordination and cooperation, enhance the level of trade facilitation between the two countries, and promote mutual benefit and win-win results. The two sides will implement the memorandum of understanding between the two governments on agricultural trade cooperation, seize the development opportunities of new business formats such as e-commerce, and promote the sustainable development of trade. 13. The two sides agree to strengthen cooperation between the Guangdong-Hong Kong-Macao Greater Bay Area and Thailand’s Eastern Economic Corridor (EEC), explore the possibility of establishing relevant cooperation mechanisms, and promote the construction of interconnection between the two regions and the wider region to achieve substantial results.
14. The two parties agree to promote the in-depth docking of industrial planning policies, relying on cooperation platforms such as the Sino-Thai Rayong Industrial Park to continue to expand capacity cooperation, especially to make good use of Thailand's strategic position as the intersection of the supply chain and logistics chain of the Mekong River Basin countries to strengthen the next generation of automobiles , High-tech medical equipment, new energy and energy-saving transportation, rubber and other advantageous industries cooperate mutually beneficially to create industrial clusters. Thailand welcomes Chinese companies to increase investment in the "Eastern Economic Corridor" (EEC). 15. The two sides agree to further deepen cooperation in the financial field, support the expansion of the use of local currency in trade and investment, promote the networked layout of financial institutions and financial services, and effectively strengthen cross-border supervision cooperation.
16. Both sides are satisfied with the increase in the number of tourists from the two countries. The leaders of the two countries agreed to strengthen tourism cooperation and promote personnel exchanges. The two sides will further strengthen tourism market supervision and security cooperation, effectively guarantee the safety of tourists, promote the growth of both the number of tourists and the quality of tourism of the two countries, promote the sustainable development of tourism, and explore cooperation in tourism supporting industries.
Technology and Innovation
17. The two sides agreed that innovative cooperation is the highlight of the “Belt and Road” initiative. The two parties will promote the development of communication technology, open innovation centers, high-tech industrial parks, technology transfer centers and other projects, strengthen digital economy, smart cities, communication technology integration applications, software and IT services, communication infrastructure interconnection, industrial digital transformation, and networks Cooperation in security, cloud computing, artificial intelligence and other fields. 18. Education and Humanities
19. The two parties are satisfied with the current cooperation under the framework of the memorandum of understanding on education cooperation, and agreed to strengthen education cooperation at all levels and fields through joint school running, special exchanges, academic exchanges, and distance teaching, so as to provide talents and resources for the development and construction of the two countries. 20. Regional and international cooperation
22. China appreciates Thailand’s contribution to the promotion of China-ASEAN relations and the development of East Asian cooperation as the rotating chairman of ASEAN this year, and congratulates Thailand for successfully hosting the East Asian Cooperation Leaders’ Meeting.

The two sides are satisfied with the continued strong, stable and mutually beneficial China-ASEAN relationship, and will work together to ensure that the China-ASEAN strategic partnership remains vigorous and becomes one of the key pillars of peace, stability, prosperity and sustainable development in the region . The two sides will continue to strengthen the ASEAN-centric regional framework through the existing ASEAN leadership mechanisms such as the ASEAN and China, Japan and South Korea, the East Asia Summit, the ASEAN Regional Forum and the ASEAN Defense Ministers' Enlarged Meeting. 27. The two sides agreed to join hands to address the rising challenges of protectionism and unilateralism worldwide, jointly maintain the rules-based multilateral trading system, and promote economic globalization toward an open, inclusive, inclusive, and balanced Development in a win-win direction. Both sides welcome the parties concerned to complete the negotiation of the Regional Comprehensive Economic Partnership Agreement as a whole and jointly resolve the remaining issues to sign the agreement next year.
